In 2002, President Bush signed the Help America Vote Act (HAVA) into law. HAVA was supposed to help avoid a repeat of the controversial mistakes that tainted the 2000 election and give equal access to the polls to all Americans.  Sadly, President Bush has only requested 10% of the funding necessary for HAVA in his budget!

In potentially close elections, every voice must be heard!
